This brooch may be a mourning piece, as the pearl symbolizes tears. The black and white enamel would be typical for memorial jewels.
C clasp reverse firmly places this in the early or mid-Victorian period. Notice the blue counter-enamel on the back of the piece. Counter enamel is needed to equalize the stress of expansion and contraction caused by temperature. Without it, the metal would quickly shed the fused glass, which is enameling.
